HSI Rules Committee
Horse Sport Ireland's (HSI) Rules Committee met in April,
September and November in 2015. The committee is
responsible for recommending changes in HSI rules to the
Board and is the first step in HSI's disciplinary process. The
committee is comprised of the following members:

HSI Medical Working Group
HSI's Medical Working Group is a sub-committee of HSI's
Sport Sub Board. The group advises HSI and its a liates on
matters relating to the health and safety of athletes and on all
matters related to safety in equestrian sport. The group met
in September and December in 2015 and is comprised of the
following members:

Anti-Doping Programme
In 2015, the fourth year of the National Anti-Doping
Programme, a total of 80 horses were sampled with no
positive results. Four a liate organisations participated in
the programme. Introduced by HSI for horses competing in
equestrian competitions in Ireland, the programme is run in
conjunction with HSI's a liates and was devised by the HSI
Rules Committee. Results from the 2015 programme can be
seen in the table below.

FEI Clean Sport
The Fédération Equestre Internationale (FEI) carries out
testing on horses at international competitions. Ireland is
placed in Group I and II for the FEI Equine Anti-Doping and
Controlled Medication Programme (EADCMP). In 2015, a
total of 5,096 horses were tested worldwide and 3,594 of
those were tested within Group I and II. A total of 122 of
those tested from Group I and II were horses and ponies
ridden by Irish riders in international competition. All of the
samples taken were found to be clean when tested in the
FEI laboratories. No horse ridden by an Irish rider has tested
positive in a FEI competition since 2008.

HSI Safeguarding Programme
Safeguarding Training
HSI continues to promote safeguarding young people
through the availability of Safeguarding Courses, previously
known as Child Welfare and Protection courses. In 2015, HSI
facilitated 23 courses in total at Level 1 and Level 2, which
were open to all A liates.

Garda Vetting/AccessNI
HSI is registered with the National Vetting Bureau (NVB) to
conduct vetting for members in the Republic of Ireland. In
2014, HSI signed up to a Service Level Agreement with the
Northern Ireland Sports Forum (NISF), a registered umbrella
body with AccessNI, to conduct vetting for members
in Northern Ireland. Vetting is carried out by the GCVU
and NISF in respect of individuals who are applicants for
positions, whether full-time, part-time, voluntary or student
placements, within organisations by virtue of which they may
have unsupervised access to children or vulnerable adults. HSI
is committed to ensuring that the safest possible environment
for young people exists and one of the ways HSI ensures this
is through the vetting system provided for HSI a liates.
